     Relates to utilities operated by cities, towns, counties, sewer districts, and water districts.

     Provides that the residential property of a landlord will not be subject to a utility lien if the landlord notifies the utility that the tenant is responsible for payment of the charges.

     Authorizes the disclosure of a customer's current billing status to tenants, landlords, and to other utilities.

     Authorizes utilities to obtain payment of a delinquent charge prior to opening a new account.

     Requires payment of liens upon the sale of a property.

     Takes effect June 1, 1995.
