SB 5022 - DIGEST

 

     Revises provisions regulating the solicitation of charitable contributions.

     Establishes disclosure requirements when solicitations are made in person, by telephone, or by advertisement.

     Provides that a charitable organization which contracts with a commercial fund raiser must require both parties to comply with the law.

     Requires a written authorization to use the name of an organization in connection with the solicitation of contributions.

     Limits the hours for telephone solicitations and prohibits harassment or intimidation.

     Requires a record of the names of donors to be maintained for one year.

     Enhances penalty provisions for willful violation of RCW 19.09.100 and for a false claim that the solicitor is a law enforcement officer.

     Authorizes the attorney general to make investigations to determine if a organization's registration should be granted, denied, suspended, or revoked.

     Establishes hearing procedures and authorizes civil penalties.

     Repeals RCW 19.09.078.
