SB 5027 - DIGEST

     Authorizes local governments to issue zoning variances, special use permits, or conditional use permits for the creation of second units in single-family or multifamily zones in accordance with specified criteria and procedures.

     Declares that the designation of areas by a city or county where second units may be permitted shall constitute evidence that it is making progress in meeting its fair share affordable housing goals.
