     Encourages utility companies to provide information to their customers regarding the conservation benefits of landscaping and to request voluntary donations from their customers to assist in landscaping efforts.

     Creates the urban forestry account.

     Provides financial incentives, including tax credits, for the planting of trees and other landscape plantings.

     Directs the community and urban forestry council to study possible state public and private urban forestry funding sources and to analyze revenue and tax changes that would benefit urban forestry.

     Makes an appropriation of four hundred sixty thousand dollars to carry out the purposes of the act.
