(DIGEST OF PROPOSED 2ND SUBSTITUTE)

     Establishes the Washington benefit reserve trust fund for the payment of unemployment insurance benefits in the event moneys in the federal treasury are insufficient for the payment of benefits.

     Establishes the employment and training trust fund to provide state funding for employment and training services.

     Provides a schedule of contribution rates for each employer.
