     Establishes a project to assist businesses in high-growth urban areas in the Puget Sound region to locate new or expanded business opportunities in rural communities.

     Authorizes contracts with Indian tribal governments.

     Requires a report to the legislature on the effectiveness of the project by January 1, 1994.
