SB 5277 - DIGEST

 

     Creates the Washington health insurance purchasing cooperative board to design and update the uniform benefit package.

     Requires certified health plans to abide by the rules of participation designated in the act.

     Creates the services effectiveness advisory committee.

     Establishes health care insurance premium growth rate targets.

     Requires a study of whether community and migrant clinics should be subject to the act.

     Revises provisions of the basic health plan.

     Repeals RCW 43.131.355, 41.131.356, 70.47.010, 70.47.020, 70.47.120, and 70.47.900.

     Provides for employer and individual health insurance reform with general required practices in the employer and individual health benefit plan market.

     Provides reforms for state employee and K-12 health benefits.

     Enhances the health care data system.

     Establishes regulations to govern provider conflict of financial interest.

     Provides for uniform electronic claims processing.

     Provides health care malpractice reform.

     Limits contingent attorneys' fees.

     Requires health care professionals to utilize diagnostic procedures and treatments that are appropriate and efficacious.

     Provides for population-based health care services such as health promotion, community health protection, and personal clinical preventive services.

     Establishes the health care access trust account.

     Makes various appropriations to carry out the purposes of the act.
