(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Directs the departments of fisheries and wildlife to initiate a habitat incentives program through which an owner of forest lands may agree with the department to enhance habitat for food fish and wildlife on the landowner's property.

     Requires consultation with other agencies and Indian tribes before agreements are made.
