(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Directs the state treasurer to credit the low-income weatherization assistance account and the Washington state development loan fund with the earnings of investment of surplus balances which were credited to the general fund from July 1, 1991 to the effective date of the act.
