     Revises provisions pertaining to the commission on student learning.

     Adopts student learning goals.

     Creates the professional development account to provide for educator and student competency, performance, and assistance.

     Directs the commission to develop an incentive program to provide incentives to schools meeting performance goals.

     Provides for a review of all laws pertaining to K-12 public education.

     Authorizes the superintendent to intervene in the operation of districts that fail to help students meet learning requirements.

     Provides for coordinated social and health services to enable children to learn while in school.

     Assists schools in integrating technology with planning, training, curriculum, and instruction.

     Directs the establishment of a deserving students scholarship program by December 1, 1998.

     Repeals RCW 28A.630.860 and section 505, chapter 141, Laws of 1992.
