     Provides that a moorage facility operator may take reasonable measures to secure vessels so they may not be removed after notice to the vessel owner has been given for nonpayment of fees.

     Establishes procedures for an owner to make payment and regain possession of the vessel.

     Authorizes a sale at auction of vessels determined to be abandoned.

     Specifies the distribution of proceeds from the sale of vessels.
