     Directs the superintendent of public instruction to adopt rules establishing minimum program standards.

     Directs the state board of education to adopt rules establishing the qualifications of certificated employees teaching highly capable students.

     Makes an appropriation of one hundred forty thousand dollars to carry out the purposes of the act.
