     Directs the registration and plates to be held for a period of ninety days from the date of surrender.

     Provides for the seizure of the motor vehicle on a third violation of RCW 46.61.502 or 46.61.504 within a five year period.

     Establishes notice and hearing procedures for a seizure of a motor vehicle.

     Designates the permissible disposition of a seized motor vehicle.

     Provides for enhanced procedures for the quick suspension or revocation of the driving privilege of persons who have shown themselves to be safety hazards by driving with an excessive concentration of alcohol in their bodies.

     Directs the traffic safety commission to study the effectiveness of the act.
