(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Creates the Washington employment relations commission.

     Declares that employees have the right to self-organization and collective bargaining.

     Prohibits employee strikes.

     Designates unfair labor practices by an employer and by an employee organization.

     Provides collective bargaining requirements.

     Authorizes the commission to prevent any person from engaging in any unfair labor practice and sets forth the procedures which shall be the exclusive method of redressing unfair labor practices.
