(DIGEST OF PROPOSED 2ND SUBSTITUTE)

     Prohibits refiners from selling motor fuel to an independent wholesale reseller at a price higher than it sells to the public at a company-operated service station.

     Makes it unlawful for a refiner to set the retail prices at any retail service station other than a company-operated service station.

     Makes the federal price discrimination act applicable as a matter of state law.

     Specifies that violations constitute unfair competition under the consumer protection act.
