     Regulates personal services subcontracts.

     Provides that substantial changes executed by contract amendments must be submitted to the office of financial management and the legislative budget committee.

     Requires approval of the amendments by the office of financial management.

     Requires the maintenance of a publicly available list of all personal service contracts.
