     Authorizes the department of agriculture to adopt rules prescribing minimum informational requirements for advertising the sale of horticultural plants.

     Provides alternative licensing procedures for farmers markets.

     Authorizes the director to enter upon the premises of a nursery dealer to perform inspections.

     Revises the regulation of pest infestation.

     Revises the provisions for the regulation of advertising of items for sale.

     Authorizes the director to enter into agreements with the United States department of agriculture for the issuance of phytosanitary certificates to facilitate the export of nursery products from the state.
