Directs the University of Washington to establish standards for conducting infant drug exposure assessments to determine possible drug exposure of infants prior to birth.
Requires the university to develop model assessment standards for fetal alcohol syndrome.
Authorizes health care facilities to conduct infant drug exposure assessments of newborn infants delivered at the facility.
Provides for education of health care professionals on the effects of substance abuse by pregnant women.
Makes an appropriation of forty-five thousand dollars to carry out the purposes of the act.
