(DIGEST OF PROPOSED 2ND SUBSTITUTE)

     Requires a candidate to sign and file a statement of rejection or acceptance of the voluntary expenditure limits established by the act.

     Limits contributions to state officials against whom recall charges have been filed.

     Establishes initial expenditure limits for state offices.

     Provides for a revision of the limits by January 1, 1996, and every two years thereafter.

     Provides civil penalties for a failure to comply with expenditure limits.

     Allows elections to be declared null and void under specified circumstances.

     Prohibits the use of campaign funds to pay fines.

     Requires approval of the voters at the next general election.
