     Revises the designation of scenic and recreational highways in RCW 47.39.020, 47.42.025, and 47.42.140.

     Encourages the obtaining of federal funds to enhance the scenic and recreational highway system.

     Specifies the permitted locations of signs along the highways.

     Directs the consideration of the use of the highways by bicyclists and pedestrians.
