(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Directs the adoption of rules setting forth the minimum requirements for the operation of before-and-after-school child care.

     Requires each school district to provide an area in each elementary school for the care services.

     Authorizes ten percent state matching funds for child care projects.
