     Directs the adoption of rules setting forth the minimum requirements for the operation of before-and-after-school child care.

     Requires each school district to provide an area in each elementary school for the care services.

     Revises RCW 74.13.095 to allow use of the child care expansion grant fund to establish the care services required by the act.
