(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Directs the state treasurer, before distributing moneys from the criminal justice assistance accounts, to deduct a sum equal to three percent of the distribution.

     Requires the distribution of the withheld funds to cities under fifteen hundred population and to counties under seventy thousand population which have encountered difficulties providing police protection, with congested court systems, and with overcrowded jails.

     Provides that the funds may also be used for early intervention programs for juveniles.

     Deletes the termination date of January 1, 1994, for the criminal justice account statutes.
