     Requires each business that has received one hundred thousand dollars or more in business assistance to agree to accept the designated rules of conduct prior to receiving further assistance.

     Establishes penalties for noncompliance with the designated rules of conduct.

     Requires businesses to submit employment impact estimates to the office of financial management.

     Provides for deposit of funds from penalties to be deposited in the environment and forest restoration account.
