     Encourages and facilitates the conversion of mobile home parks to resident ownership in the event of a voluntary sale of the park.

     Provides a right of first refusal for park owners to purchase mobile homes from the owners.

     Provides that a park owner may not restrict political activities in the park.

     Establishes notice requirements for an owner intending to sell the park.

     Authorizes the department of community development to make loans to resident organizations for the purpose of financing mobile home park conversion costs.

     Establishes requirements for the granting of a loan.

     Revises tenancy agreement provisions and eviction procedures.
