     Requires self-insurers to provide a copy of the employee's claim file at no cost within fifteen days of receipt of a request.

     Requires self-insurers to request allowance or denial of a claim within sixty days from the date of filing.

     Declares that a failure to comply will subject the self-insurer to a penalty under RCW 51.48.080.
