     Designates additional persons that may investigate any violations under chapter 16.52 RCW.

     Specifies the elements of cruelty to animals which constitute a gross misdemeanor offense.

     Requires the consideration of animal cruelty violations in juvenile sentencing.

     Repeals RCW 16.52.030, 16.52.040, and 16.52.095.
