     Prohibits the passage of any law or ordinance that prevents the rightful ownership of animals.

     Imposes liability for damages inflicted by a canid or canid-hybrid.

     Establishes hearing procedures to determine whether a canid or canid-hybrid is potentially dangerous.

     Declares that the state preempts the regulation of canids and canid-hybrids.

     Repeals RCW 16.08.030.
