(DIGEST AS ENACTED)

     Limits the audit authority to vehicles with a gross vehicle weight rating of 26,001 or more pounds, or those vehicles used in the transportation of hazardous materials.

     Requires private carriers operating terminals to register with the commission.

     Exempts designated vehicle from the requirements of the act.
