     Enhances the enforcement of the prohibitions of sales of tobacco products to minors.

     Designates the approved locations for vending machines, prohibits the sale of individual tobacco products, and prohibits the distribution to a person at no cost.

     Preempts local government regulation.

     Requires sellers to request identification to establish the age of a customer.

     Creates the youth tobacco account.

     Provides the liquor control board with enforcement authority.

     Establishes civil penalties for violations of the act.

     Increases license fees.

     Provides for suspension or revocation of a liquor license for violations of the act.

     Provides for the implementation of a tobacco education program.
