SB 5628 - DIGEST

     Directs the commissioner to conduct investigations, hold hearings, and issue orders to ensure that all licensed health care providers are treated without discrimination in access, coverage, and payments by insurers.

     Provides for a suspension or revocation of an insurer's certificate of authority for persistent discrimination.

     Directs the commissioner to issue regulations to establish minimum standards for insurance benefits.
