(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Provides that a release may occur only with the approval of the sentencing court and the prosecuting attorney of the county of conviction.

     Prohibits the release of offenders who are serving a sentence for a violent offense or sex offense.

     Provides for the arrest of an offender who illegally reenters the United States.
