     Authorizes the commission to issue licenses to operate gaming facilities and specifies application procedures.

     Allows charitable organizations to apply for a permit to hold a charitable gaming event.

     Specifies requirements to be observed with respect to all charitable gaming events.

     Specifies the distribution of revenues from a charitable gaming event.

     Establishes civil and criminal penalties for violation of the act.
