     Requires each applicant for a permit to operate a metals mining operation to submit a six-part consolidated application with the information specified by the act.

     Establishes procedures for public notice of a pending application, hearing procedures, and for approval or rejection of the application.

     Requires a comprehensive study of the potential impact on the state's environmental, aesthetic, recreational, social, community, archaeological, and historic resources.

     Requires an applicant to post a reclamation bond to protect human health and the environment.

     Authorizes civil actions by the public to enjoin infractions of the act.

     Requires the establishment of a citizen's advisory committee for each metals mining operation.

     Designates civil penalties for violations of the act.
