SB 5739 - DIGEST

     Requires the preparation of a small business economic impact statement if a proposed rule will impose costs that are more than minor and negligible, or upon the request of a legislator.

     Provides for the reduction of costs on small businesses unless reasonable justification exists.

     Specifies the required contents of the small business economic impact statement.

     Requires each agency to designate a rules coordinator and adopt an annual rule-making plan.

     Repeals RCW 19.85.060.
