     Preempts any local regulation of bail bond agents, including license fees, but not including local business license fees.

     Establishes the bail bond commission.

     Establishes licensing requirements and procedures.

     Provides license fee schedules.

     Requires bail bond agencies to post a forty thousand dollar bond.

     Designates sanctions, including fines, suspension, or revocation, for violations of the chapter and rules adopted thereafter.

     Provides hearing procedures for disciplinary proceedings.

     Authorizes civil actions for violations of the act.

     Provides that a person acting as a bail bond agent without a license is guilty of a gross misdemeanor.
