(DIGEST AS ENACTED)

     Increases the availability of cost-effective, high-quality maternity care by making malpractice insurance available for midwives.

     Requires all insurers to be members of a joint underwriting association created to provide malpractice insurance for midwives.

     Requires the insurance commissioner to approve by December 31, 1993, a plan for the establishment of a nonprofit, joint underwriting association to provide the malpractice insurance.

     Establishes a risk management program for insureds of the program.
