     Directs the rules review committee to maintain a continuous review of all rules to determine whether the rule is within the intent of the legislature, has been adopted in accordance with law, and has not been ruled invalid by the courts.

     Prohibits an agency from adopting a rule that will subject a person to a penalty or administrative sanction unless specific guidelines are met.

     Prohibits a rule from exceeding federal law.

     Repeals RCW 34.05.670 and 34.05.680.
