(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Authorizes insurers selling automobile insurance to include a territorial rating factor in the formula for determining rates for automobile insurance coverage.

     Requires the territories to have an aggregate population of at least one hundred thousand people.

     Takes effect July 1, 1995.
