(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Creates the centers to increase the capacity of local communities to aid their unemployed.

     Supplements, but does not supplant, the local job service centers of the employment security department.

     Provides that each center shall receive a minimum of sixty thousand dollars for a one-year period.

     Makes an appropriation of six hundred thirty thousand dollars to carry out the purposes of the act.
