SB 5855 - DIGEST

 

     Provides for the operation of an administrative process for the establishment, enforcement, and modification of child support orders and the establishment of paternity.

     Establishes a child support hearings unit in the department of social and health services.

     Designates hearing procedures.

     Provides for judicial review of an administrative order of the hearings unit.

     Establishes civil penalties for willing noncompliance by a parent of an order to pay.

     Requires employers, labor unions, utilities, and licensing authorities to give the department access to employee records.

     Authorizes a lien on parents' assets and property for non-payment of support.
