     Provides for the appointment of a sportfishing program administrator to serve as an advocate for increasing recreational salmon and marine bottomfish harvesting opportunities.

     Places emphasis on enhancement of rearing facilities.

     Encourages enhanced research efforts.

     Increases efforts to document the effect of predators on fish resources.

     Invites Indian tribal fisheries input.

     Provides for a surcharge of ten dollars on recreational fishing licenses.

     Creates the recreational fisheries enhancement account.

     Makes an appropriation of five hundred thousand dollars to carry out the purposes of the act.
