(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Creates a Washington council for the future to develop benchmarks that measure the social and economic well-being of the state.

     Provides for the council to exist outside any state agency.

     Makes an appropriation of three hundred fifty thousand dollars to carry out the purposes of the act.
