     Makes an appropriation of twenty million dollars to provide for the construction of transportation-related tourism and outdoor recreation facilities from Illwaco to Forks.

     Authorizes the issuance of general obligation bonds in the sum of twenty million dollars for deposit in the coastal transportation improvements account.
