     Directs the disciplinary authority to develop a uniform procedure to respond to public inquiries concerning complaints and final orders involving a licensee.

     Requires licensees to be informed of their rights regarding any hearing.

     Revises provisions for referral of licensees to a voluntary substance abuse monitoring program.
