SB 5966 - DIGEST

     Provides for inspection of nursing care operations at the state veterans' homes.

     Requires the election of a resident council at each state veterans' home.

     Requires the superintendent of a home to be a licensed nursing home administrator.

     Revises provisions determining qualifications to be admitted to a veterans' home.

     Establishes procedures for personal needs allowances for residents in state veterans' homes.

     Repeals RCW 72.36.080 and 72.36.130.

     Makes an appropriation of three hundred eighty-five thousand dollars to carry out the purposes of the act.
