     Authorizes greater flexibility for local governments in the creation, administration, and funding of open space and recreation programs.

     Revises state real estate excise tax, state sales tax, and property tax provisions to enhance flexibility in funding programs.

     Authorizes a one percent for open space fund.

     Revises conservation futures provisions.

     Provides for park and recreation districts and park and recreation service areas.

     Revises provisions for metropolitan parks.

     Provides for the creation of salmon protection districts.

     Requires a legislative study of methods to enhance local open space and recreational programs.
