     Directs the governor to develop procedures for providing scientific information and peer review by specialists.

     Directs the colleges and universities to appoint science information coordinators to assist the governor.

     Directs the governor's task force on regulatory reform to ensure that accurate scientific information is obtained and considered early in the development of policies or rules.
