     Requires county voter pamphlets to contain the elective offices and ballot measures of the county and each unit of local government, unless a city publishes its own pamphlet.

     Revises the procedures for the appointment of a committee to prepare arguments for approval or rejection of a measure for inclusion in a voter's pamphlet.
