     Expands the authority of local governments to implement and operate a system of sewerage as defined by RCW 35.67.010 and 36.94.010.

     Requires a study of the water quality account to develop recommendations for new methods of distributing the funds after the current statutory allocation formula expires.

     Requires all on-site septic systems located in sensitive areas to conform to minimum state standards.
